The RFID tag had to do with prosthetics and implants like defibrillators. It was taken out of the final bill that was passed and signed.

Speculation as good as anything: Orly is trying to pull the DOJ back into her MS litigation with a fresh Touhy conformant request. IIRC the final DOJ answer was to GTFOOMH with no permissable documents except some index quote and never show up again. Cased closed for ever.

Of course Orlys blathering seems incoherent. In the Keyes case she had first sent a subpoena to the DOJ and on objection then "stipulated" its formal conversion to a Touhy request. Orly never until now did show us a subpoena vs the DOJ, so I have difficulty to whatever pile of poo she intends to magickally convert to a new stinck.
