Logically, when two things are stated in the affirmative, AND is proper, and when they are stated in the negative, OR is proper. Consider: (affirmative) I need both blood AND oxygen to survive. (negative) I will die if I don't have blood OR oxygen.
The statement, as written, does not "throw Vattel under the bus;" it confirms Vattel's definition.
The Birther Summit statement is poorly worded as you already know. I asked him why his video produced in January 2009 mentions either Vattel nor any two citizen parent requirement. I bet him that if he were honest he would have to admit he had never heard of Vattel before the 2008 election. So far he has no response.
I am not going to be Dean's messenger in the future but I thought I would post this one.
