I think at least part of the problem relates to lowered entrance standards in terms of both minimum qualifications and behavioral issues. I think we're paying a price for needing to meet recruitment goals.

The recruiting situation got a lot better - predictably - when the recession started, so the standards started to come back up a while ago.

As far as the waivers for "morality issues" are concerned, it's actually kind of interesting. My wife mentioned that a study was done a few years ago looking at career paths of those troops. The results showed that troops who came in with a history of misconduct were statistically less likely than their peers to be average soldiers. They were more likely to have discipline issues and get kicked out than their peers, but they were also more likely to be promoted ahead of schedule and more likely to be decorated for valor.

So, yes, the soldiers with past behavioral issues are probably part of the problem, but also probably part of the solution.
