Missouri Republicans Still Concerned With Obama's Citizenship
Fired Up Missouri! wrote:
Yesterday, freshman Rep. Lyle Rowland (R-Cedarcreek) filed introduced legislation (HB283) that would require "proof of identity and proof of United States citizenship" for all presidential and vice-presidential candidates moving forward. The full bill text and list of co-sponsors are not yet available, but fellow freshman Mike Kelley (R-Lamar) is identified as the primary co-sponsor.

[...]

Rowland and Kelley join a proud tradition in Missouri Republicans who go out of their way to espouse and tease the GOP base with birther conspiracy theories. Majority Floor Leader Tim Jones (R-Eureka) and former Rep. Cynthia Davis (R-O'Fallon) sued Barry Soetoro in 2009 with crazy birther queen Orly Taitz. Current Rep. Casey Guernsey (R-Bethany) also supported Taitz's efforts. Senator Roy Blunt is one of the highest ranking birther-curious officials in the country (if not the highest). He declared in his Senate campaign that birthers were asking "legitimate" questions about Obama's birth records, and even told Springfield journalists that they lacked the "capacity to talk about that [Obama's citizenship] in a legitimate way.

Adds Tatiz:
Quote:
Even though far left media is stil calling me names, they have no other choice but to announce that Eligibility bill was filed in Missouri state Assembly. 3 state representatives are clients of mine

Taitz quoted the above hightlighted portion; notice how she omitted the "former" in front of Davis?

Well...my, my my... :lol:

This time around, were the folks who drafted MO HB283, now aware that Missouri is one of the states that issues only short form COLBS? Since MO issues only abbreviated short forms, does this bill force their state to go back to the more labor intensive method & provide long forms? Are they still scanning the Constitution for the phrases "TWO citizen parents", "doctor & hospital"?

So....who or what is going to determine what will be accepted as proof of Identity and proof of Citizenship??? Will my Student ID work? ?( ?(

Does MO require "proof of citizenship" to register to vote???

To make sure I have this right, please: HB 283 requires proof of identity and proof of citizenship. A passport does both these things for the purposes of this bill, no?

Good question. What are the "standards of proof?"

This bill does nothing to help anything. It just wastes time while the MO economy continues to significantly underperform

Curious though - to confirm my ID I need proof of Identity or --- I need a...Driver's License - so what do I need to get a driver's license? A birth cert... but can't I use my Birth Cert as ID to prove who I am?

And the circle continues unbroken

Edit: add comment

HB283 was scheduled for a public hearing this AM. Frustratingly MO doesn't broadcast committee hearings so I'm not exactly sure what happened but it seems the bill was "not heard". I'm assuming there was no time, especially since it was last on the agenda,or that the sponsor couldn't attend but I suppose it might have been some sort parliamentary procedure that I'm not familiar with.

Hearing on HB283 has been rescheduled for March 1st. It's not scheduled for executive session that day so there won't be any decision.

Just to keep up to date - this bill had its delayed public hearing today. I've no idea how it went since MO doesn't broadcast it's committee meetings.

As an educated guess I expect an executive session next week.

This bill as it stands is just a bit silly - I'm just wondering if any amendments will be proffered to make it make it into hiqh quality vattelist guano I'm coming to expect,

Fired up Missouri

Fired Up Missourri's take on this bill's committee hearing. Apparently no-ne spoke against. I don't read anything into:

Quote:
After hearing testimony, the committee took no further action on the bill

Missouri committees usually have an executive session at a later date.

Fired up Missouri: Only Half True
Quote:
It's true that birtherism has struggled mightily in the courts, but in Missouri, we have a long list of birther and birther-curious elected officials who have received little of the scorn and mocking they've earned. In fact, two sitting state representatives -- including the Majority Floor Leader of the Missouri House -- attached their names to an absurd legal fight lead by realtor/dentist Orly Taitz. And a bill making its way through the General Assembly right now is being pushed by a Taney County legislator to keep the kooks conspiring. Add in a U.S. Senator who thinks that reporters "don't have any capacity to talk about [Obama's citizenship] in a legitimate way," and I think you can say birtherism has gained more than a little political footing in the Show-Me State.

Missouri's leading birther and birther-curious legislators:

* Majority Floor Leader Tim Jones (R-Eureka)
* Sen. Roy Blunt (R-K Street) =)) =)) =))
* Rep. Casey Guernsey (R-Bethany)
* Fmr. Rep. Cynthia Davis (R-O'Fallon)
* Rep. Mike McGhee (R-Odessa)
* Rep. Lyle Rowland (R-Cedarcreek)
* Fmr. Rep. Ed Emery (R-Lamar)
* Sen. Jim Lembke (R-Lemay)

And the elected officials who have co-sponsored at least one bit of birther legislation...

* Andrew Koenig (R-Winchester)
* Barney Fisher (R-Richards)
* Barney Joe Fisher (R-Richards)
* Bob Nance (R-Excelsior Springs)
* Brian Nieves (R-Washington)
* Dan Brown (R-Rolla)
* Darrell Pollack (R-Lebanon)
* Dave Hinson (R-St. Clair)
* Diane Franklin (R-Camdenton)
* Don Phillips (R-Kimberling City)
* Don Wells (R-Kwik Kash)
* Doug Ervin (R-Kearney)
* Doug Funderbunk (R-St. Peters)
* Dwight Scharnhorst (R-St. Louis)
* Jason Brown (R-Platte City)
* Jason Smith (R-Salem)
* Kevin Elmer (R-Nixa)
* Lindell Shumake (R-Hannibal)
* Melissa Leach (R-Springfield)
* Mike Kelley (R-Lamar)
* Mike Lair (R-Chillicothe)
* Rick Stream (R-Kirkwood)
* Fmr. Rep. Robert Wayne Cooper (R-Camden)
* Shane Schoeller (R-Willard)
* Stanley Cox (R-Sedalia)
* Tom Loehner (R-Koeltztown)
* Walt Bivins (R-St. Louis)

There is no separation between the fringe and the mainstream on this issue in Missouri.

Here's what it looks like happened:

The rules for the Missouri Senate say a bill has to pass out of committee by March 15, or it is tabled for the session. SB 292, the "birther" bill did not pass out of its committee. The General Laws committee had a session scheduled for March 15 and cancelled it. The Missouri Senate adjourns after today until March 28 for Spring Break. Yesterday afternoon/evening they had a session to Perfect certain bills which I think means add amendments to complete the final bill for vote. There is a bill SB282 that moves the date of the Presidential primary from February to March. The amendment Sen Justus tweeted about was proposed for this bill was called SA-5 and was essentially the full wording of SB 292. The amendment was proposed by my buddy Sen Schaaf.

From the Journal of the Senate for March 16, 2011:

Quote:
Senator Schaaf moved that the above amendment be adopted.
Senator Justus raised the point of order that SA 5 is out of order as it goes beyond the scope and intent
of the original bill.
The point of order was referred to the President Pro Tem who ruled it well taken.
On motion of Senator Engler, SB 282, as amended, was declared perfected and ordered printed.

http://www.senate.mo.gov/11info/Journals/RDay380316462-482.pdf

So it appears Sen Justus stopped the amendment for that bill in its tracks. ( Big Fogbow props to Sen Justus. Send her some love people. (573) 751-2788 )

They still have bills to perfect today and I think when they come back from Spring Break, so Sen Schaaf might try to slip this into something else, but my guess is the only election-related bill they had was SB 282. It's the HB we have our eyes on anyway. I hope WD weighs in.
