Frank Chu and the 12 Galaxies

Someone on another thread mentioned something about leaders beyond the 12 Galaxies and it reminded me of one of our cities favorite eccentric personalities. It is rare for there to be any kind of protest or public event of any kind that would attract a TV news crew that does not have Frank Chu front and center with his sign. It's very confusing for people who encounter him for the first time or see him looming behind whoever is speaking on camera.
