Alaska:







AS 11.56.620. Simulating Legal Process.



(a) A person commits the crime of simulating legal process if, with intent to cause the recipient to take an action on it, the person issues, sends, or delivers



(b) Simulating legal process is a class A misdemeanor.



(1) a request for payment of money on behalf of any creditor that in form and substance simulates any legal process issued by a court of this state; or



(2) any purported summons, subpoena, or other legal process knowing that the process was not issued or authorized by a court or other official body authorized by law to do so.

Article 05. OBSTRUCTION OF PUBLIC ADMINISTRATION







Rhode Island:







§ 11-42-5 Simulating legal process. – (a) No person, firm, corporation, association, agent or employee shall in any manner coerce, intimidate, threaten, retaliate against or attempt to coerce or intimidate or threaten any public official as defined in § 11-42-4 in connection with any claim, demand or account, by the issuance, utterance or delivery of any matter, printed, typed or written, which is unauthorized by a statute or court of this state and that simulates in form and substance legal process of a court of this state.





Oregon:









§ 162.355¹

Simulating legal process

(1) A person commits the crime of simulating legal process if, with the intent to harass, injure or defraud another person, the person knowingly issues or delivers to another person any document that in form and substance falsely simulates civil or criminal process.

The TOR clowns probably forgot to send it with 3 cent postage, like all the NLA official letters are supposed to go out, that keep coming back postage due, and sent a return receipt with it and put their names on the return address. This bunch doesn't strike me as terribly bright so anything is really possible.
