But it seems that Bennett's request was more than what it was previously made out to be. From

That says a lot, I think. Bennett wasn't just asking for some courtesy confirmation; he was making a very particular statutory request. For a document that only certain people are entitled to get.
In fact, that Bennett was
aware of which Hawaiian law to cite suggests that he's a bit deeper into this than he'd previously indicated. It's like listening to someone claim that they're new to Birther claims...and then hearing them name-drop Vattel or Minor v Happersett.
Regarding Hawaii's response:

It's possible
the Hawaiian law in question might actually allow him to get a verification. But it sounds like he's handling the request about as competently as we'd expect your average Birther to.
And he's already laying the groundwork for the eventuality of putting Obama on the ballot anyway:
