I would think buying the painting would allow one to use it in any manner one would wish. I would also likely chip in a few bucks towards the renting of such a billboard. Especially if it were captioned "Surrender Orly."

The original artist owns the copyright. One would have to purchase licensing (to reproduce) seperately. I have done this. Sold original artwork and sold licensing seperately.
