Federal IRS tax exempt 501(c)(3) approval is NOT required to get a California CT. I suspect at this point she may have applied for 501, because she used the terminology "Letter of Determination"/"Determination Letter", which is what one would receive upon approval. IF paperwork were done correctly and approved, it should take about 6 weeks. Wonder which entity applied?
However, the fact that neither of the "foundations" have been assigned a CT# suggests to me hat she is incapable of properly completing the paperwork or that the org's "purpose" is not one considered for a charity. (I kinda doubt that the AG of CA regards "removing the Kenyan Muslim usurper" a legitimate charitable tax-exempt purpose)
I also doubt that she will obtain 501 from the IRS. It involves careful paperwork submission, and must include the exact stated purpose as submitted to the state.
Today, I have finally come across some pertinent and interesting Calif. law regarding soliciting donations. I want to go over it again & if appropriate, will post it.
