Due to the Pauli exclusion principle, it seems doubtful that any configuration of any type of atoms could lead to a configuration of electrons which lower the Coulomb barrier to hydrogen fusion below that available to hydrogen nuclei at the temperature of boiling water (about 6 orders of magnitude)...
